There are two different kinds of Partial bonuses:

Set bonuses don't apply if they're sitting in your stash or Inventory. You must wear Set Items to receive Partial or Full Set Bonuses. These Set Bonuses can be different depending on the pieces being combined. Sets also offer Partial Set Bonuses, meaning that you will get extra bonuses if you are wearing 2 or more pieces of the set. In general, Set weapons tend to be underwhelming, although there are some key exceptions to this, often in Caster sets. As you add pieces to the set, you add powers as well, with a very large increase in power if you manage to acquire the entire set. Some are targeted at specific classes or roles.
